Clustering and merging
How similar citizen submissions are recognised and merged into a shared processing flow.
Overview
When a topic moves many people, multiple submissions with similar content arrive. To make sure every request gets the same status and to avoid duplicate work, decidio supports moderation in recognising and merging related citizen submissions.
How it works
In the inbox related submissions are shown in clusters. The suggestions come from two sources: AI-assisted categorisation — which assigns requests to matching topic areas automatically — and AI-assisted duplicate detection — which proposes similar requests.
The AI suggests; the final decision is always made by moderation. Once a cluster is confirmed, the submissions can be merged into a shared processing flow. On the public status pages of the original requests it stays traceable that they were moved into a shared processing flow.
Common tasks
Review an AI suggestion
- Open the marked clusters or duplicate hints in the inbox.
- Compare the suggested requests and review the detail.
- Accept, adjust or reject the suggestion.
Merge requests
- In a confirmed cluster select the requests to be merged.
- Pick the "Merge" action.
- Choose a leading request.
- Confirm the merge — the status changes are published.
Adjust a topic assignment
If a request was assigned to the wrong area automatically, the assignment can be corrected in the detail panel at any time. The correction flows into the topic overview of the mayor dashboard.
